Costs must be fairly allocated

Costs imposed on the water sector to meet WFD requirements must be cost effective and fair relative to other sectors.

 
Two key requirements of the WFD are that:

 • Measures adopted are cost effective

 • Costs are fairly allocated between sectors.

What this means for WFD implementation

 • Where WFD objectives are compromised by both diffuse and point sources, measures must be allocated fairly between sectors according to their relative contribution.

 • There is little or no benefit in imposing further, even tighter, controls on sewage works discharges if improvements required by other sectors are not progressed in parallel.

 • It will be important that proper cost effectiveness analysis is applied to all proposed investment.
