Government roleIn each member state the responsibility for transposition and implementation of the directive belongs with both the 'Agency' and the 'Appropriate Authority'.

The Agency is responsible for: carrying out analysis for characterisation and monitoring; preparing draft environmental objectives, programmes of measures and river basin management plans; and ensuring public participation in preparation of the river basin management plan. Agencies are:
