Water UK response to Defra consultation on the Special Infrastructure Projects Regime

Water UK has responded to the consultation on the introduction of new regulations under section 36A of the Water Industry Act 1981 that will enable the Secretary of State or Ofwat to require a limited number of large scale, high risk projects out to competitive tender on a project-financed basis by water and sewerage companies.

Water UK believes that it is important that the regulations are clear about their intent and scope, that any new regulations are implemented in a proportionate way which minimises the regulatory burden and that the regime should be carefully structured so that it can meet its overarching objectives which are to ensure that the provision of very large, complex and risky infrastructure projects does not threaten the delivery of services to customers.
