PR09 price-setting may seem to have been going on for a long time, but it’s not over yet.
Ofwat’s final determinations set companies a tough challenge, with more investment and more outputs to deliver more efficiently and for a lower cost of capital and lower bills.
Companies had two months to decide whether to challenge Ofwat’s decisions, and took this time to look hard at the detail. As the final determination ‘contract’ lasts for five years, this is not an easy decision for companies to make.
Bristol Water has decided to refer the final determination to the Competition Commission, which they will have a fresh look at all the issues later this year – and PR09 will continue for at least another six months.
