Defra officials will soon be moving from discussion to drafting of the Water White Paper, due in June. Defra wants a White Paper that suggests a broad "direction of travel". The Cave Review of competition and innovation in the water sector, the Walker Review of charging and the Gray Review of Ofwat and CCWater will be influential.
Alongside these more developed proposals, the document is expected to cover areas where there is scope for broader, longer-term approaches – such as the future of water resources. We await with interest a White Paper that will accommodate this mix.
