The government's Future Water strategy document and the consultation now in progress emphasise the need for change in the management arrangements and responsibilities for surface water drainage.
Defra's two directed workshops earlier this month helped inform thinking on the three key issues: surface water management plans (SWMPs), sustainable drainage systems (SUDS) and Section 106 (Water Industry Act 1991) – drainage of surface water to the public sewer.
Stakeholders raised a wide mix of issues, relating to roles, funding, regulatory barriers and communication. Electronic voting offered a rough and ready indication of views:
• 75% thought local authorities should lead on SWMPs
• 75% thought the Environment Agency was well placed to a play regulatory role in producing and implementing SWMPs
• 85% thought water companies should be involved in producing SWMPs.
The Defra consultation is well timed, following the Pitt Review and ahead of next week's EFRA select committee review on flooding. It also picks up the key issues for which Water UK has been campaigning.
