The City Conference takes place against a backdrop of new(ish) government, Defra's review of Ofwat and CCWater, the Water White Paper now in preparation and the first ever National Infrastructure Plan. All will impact upon decisions and investments going forward.
With continuing financial uncertainty, it is crucial to maintain the confidence among City stakeholders that the sector is in a position to generate profit and healthy returns. The industry also needs to work together with investors to gain clarity from the government regarding policy: a stable regulatory framework and long-term certainty.
Clearly the industry has been successful in raising capital, and there is little indication that this will change in the near future. The balance of reward and risk, particularly regulatory risk, is crucial to maintaining this position.
