The final determination of water prices was published this month for delivery by Northern Ireland Water, the government-owned company created in 2007.
The final determination requires a saving of 8% on the Northern Ireland Water business plan proposals for the three-year period.
Domestic customers in Northern Ireland do not currently pay directly for water services but this effectively reduces the ‘notional’ average household bill by £4.
Utility prices – gas, electricity and water – are regulated by the Northern Ireland Authority for Utility Regulation.
The price control process follows the Ofwat model and is very challenging, particularly in view of the major demands of the transition for water services from a government department to a non-departmental public body.
The Utility Regulator took into account responses from stakeholders to the draft determination published in September.
The position of the water industry in Northern Ireland is unique, with its government shareholder, multi-utility regulator and strong consumer voice.
There may be the opportunity at the next price review in 2013 to develop some new thinking that we may all learn from.
