Water UK has responded to the Defra consultation on how the government is proposing to implement the Cave Review recommendations it supports.
The essential point about competition, Water UK notes, is that it is a process of discovery; the governance of how competition is extended – how the water industry travels towards more competition – is critical.
This governance must be determined by Parliament, must foster government's objectives for competition including innovation, must respect government's expressed wish that no customer outside the competitive market should pay for it and must respect principles of good regulation by avoiding unilateral variations of the industry's regulatory regime.
